JOINT BASE SAN ANTONIO-FORT SAM HOUSTON, Texas –
Acquisition professionals from throughout the Mission and Installation Contracting Command executed 24,329 contract actions valued at more than $5.64 billion throughout fiscal 2023 ensuring installation readiness requirements across the Army while also meeting the needs of Soldiers and their families.
The MICC also administered more than 389,000 Government Purchase Card transactions by cardholders across the Army valued at more than $666.2 million during fiscal 2023, which ended Sept. 30 and included streamlining GPC operations as part of an enterprise approach earlier this year.

Brig. Gen. Doug Lowrey, the MICC commanding general, praised the command’s workforce for its fiscal 2023 performance in a year during which the command continued to leverage its virtual small business outreach engagements with its annual advanced planning briefing to industry as well as honed its focus on emerging modernization contract requirements in support of ceremonial units at Arlington National Cemetery.
“Achieving contracting goals is an ongoing process. It requires collaboration, communication and adaptability to ensure the contracts we execute on behalf of our mission partners contribute to their organizational success and align with the lines of effort and strategic objectives of our Army leaders,” said Lowrey, contributing the command’s success to the contracting and support professionals throughout the MICC. “From the government purchase cards, training and education, base operations, land, facilities, and feeding more than 200,000 servicemembers daily, our Soldiers are winners, thanks to you.”
Additionally, the MICC Office of Small Business Programs exceeded all five small business socioeconomic goals in fiscal 2023 for the ninth consecutive year. Contract actions awarded to American small businesses by the MICC totaled more than $2.98 billion.
Heather Scherer, a small business analyst with the MICC Office of Small Business Programs, said small business professionals from across the command combined to achieved 60.34% against its 51.1% small business goal. The command also achieved 37.83% against a goal of 35.5% for small disadvantaged business; 11.6% against its 10.5% goal for service-disabled veteran-owned small business; 14.36% against its 11% goal for woman-owned small business; and 12.24% against its 10% goal for historically underutilized business zone small business.
