FSH Special Victims' Counsel

The Victims' Counsel (VC) program is run by the JAG Corps. Its members are experienced attorneys and paralegals who are specially trained to represent victims of sexual assault and domestic violence. The VC represents the client directly and does not report to the local chain of command. The VC also ensures that the client's expressed interests are heard by leadership and the prosecuting legal office.

Becoming a VC or VP

Qualified attorneys and paralegals can become Victims' Counsels and Victims' Paralegals by volunteering on the Assignment Management System (AMS). The latest qualifications should be posted on the SPECAT.

I don't have a local VC at my base, whom do I contact?
Contact your local SAPR/FAP office. Even if you don't want to make a report with their office, they should be able to provide you with the servicing VC Office’s contact information.
Can the VC represent me even if I make a restricted report?
Yes. VCs are able to represent victims of sexual assault and domestic violence whether their report is restricted or unrestricted. VCs can discuss the pros and cons of each report with the client so they can make an informed decision about their case.
My sexual assault case is being handled by local authorities. Can the SVC still represent me?
Due to statutory limitations, VCs cannot represent victims of sexual assault or domestic violence in courtrooms off-base. However, depending on the circumstances surrounding the case, VCs can provide limited legal services such as liaising with civilian authorities and accompanying clients to the courtroom.
Are VCs able to represent minors?
In certain situations, VCs are able to represent qualified minors that are victims of sexual assault or domestic violence. VCs are specifically trained to handle such cases.
Do VCs represent victims of other crimes other than sexual assault?
Yes. VCs are able to represent victims of crimes such as stalking, revenge porn, sexual harassment, other forms of domestic violence such as emotional, verbal, and financial, and family abuse. Additionally, VCs can provide confidential advise to victims of sexual harassment, workplace violence, hazing, and bullying.
