JBSA hosts Air Force Deputy Chief of Staff for Manpower, Personnel and Services for town halls

Lt. Gen. Caroline M. Miller, Deputy Chief of Staff for Manpower, Personnel and Services, Headquarters U.S. Air Force, hosted three All Call/Roadshow events at Joint Base San Antonio locations July 18 and 19.

The first All Call was at JBSA-Lackland’s Bob Hope Theater July 18, and the general also hosted two sessions July 19 at the JBSA-Randolph Fleenor Auditorium and at the Fort Sam Houston Theatre at JBSA-Fort Sam Houston.

Miller went over A1 Priorities and Lines of Effort, as well as answering questions. She was accompanied by Chief Master Sgt. Thomas Temple, HAF Manpower, Personnel and Services senior enlisted leader.

“We have a shortfall in fiscal year 2023 personnel appropriations, and we must take action to avoid exhausting funds during this fiscal year,” Miller said. “The current situation only impacts FY23. FY24 military personnel are largely unimpacted and the affected programs will resume in FY24.”

The general served as Commander, 502nd Air Base Wing and Joint Base San Antonio, from June 2020 to May 2022, and served as Director of Manpower, Organization and Resources, Deputy Chief of Staff for Manpower, Personnel and Services, Headquarters U.S. Air Force, the Pentagon, from June 2019 to June 2020.

Lt. Gen. Miller is the senior Air Force officer responsible for comprehensive plans and policies covering all life cycles of military and civilian personnel management, which includes military and civilian end strength management, education and training, compensation, resource allocation, and the worldwide U.S. Air Force services program.
