The Office of the Senior Enlisted Advisor to the Chairman of the Joint Chiefs of Staff (OSEAC) announced today the following assignment:
United States Navy Fleet Master Chief David L. Isom has been selected to succeed SEAC Troy E. Black as the next Senior Enlisted Advisor to the Chairman (SEAC) of the Joint Chiefs of Staff.
FLTCM Isom, currently serving as the Command Senior Enlisted Leader, U.S. Indo-Pacific Command, will relieve SEAC Black later this summer.
Appointed to the position in 2023, SEAC Troy E. Black has served with distinction and brought tremendous benefit to the Joint Force, drawing on decades of experience and leadership forged in combat and refined through serving at the highest levels of our military.

After enlisting in the Navy in 1987 and serving two tours as a Machinist's Mate, FLTCM Isom was selected to attend Basic Underwater Demolition/SEAL Training (BUD/S). As a SEAL, he has served in a full range of roles at Theater Special Operations Commands, including combat deployments in Operation Desert Shield, Operation Desert Storm, Operation Enduring Freedom, Operation Iraqi Freedom, and deployments throughout the Pacific and the Horn of Africa.
FLTCM Isom holds extensive experience as a Command Senior Enlisted Leader (CSEL), having held the role for Special Operations Command North, Special Operations Command Pacific, and currently at U.S. Indo-Pacific Command.
"As the incoming SEAC, FLTCM Isom brings a wealth of joint and special operations experience to the Joint Staff," Caine went on to say.
Since the creation of the role in 2005, the SEAC is designated the senior noncommissioned officer in the United States Armed Forces. They serve as an advisor to the Chairman on all matters involving joint and combined total force integration and play a critical role in shaping policies that affect enlisted servicemembers across the Joint Force.
