JOINT BASE SAN ANTONIO-FORT SAM HOUSTON, Texas - David Clark, division chief and contracting officer with Mission and Installation Contracting Command-Fort Eustis, conducts a virtual training session May 6, 2026, for more than 200 MICC contracting professionals during a Microsoft Teams event hosted by the command’s Contracting Operations office. Clark served as guest speaker for the internal training session focused on ways the workforce may better incorporate Small Business Innovation Research and Small Business Technology Transfer into innovative contracting solutions supporting MICC customers and mission partners.
