Mission and Installation Contracting Command welcomes new leader

 Military officials, civic leaders, families and friends joined members of the Mission and Installation Contracting Command in welcoming their new commander July 26 during a change-of-command ceremony at Joint Base San Antonio-Fort Sam Houston.

Col. William Boruff assumed command from Brig. Gen. Jeffrey Gabbert in a ceremony officiated by Maj. Gen. James Simpson, commanding general of the Army Contracting Command at Redstone Arsenal, Ala.

"The Mission and Installation Contracting Command has a proud history of supporting our Soldiers and their families. It is the type of organization that attracts talented leaders," Simpson said. "Today, we say farewell to one outstanding commander and welcome a new and capable leader to the position."

Boruff comes to the MICC from Washington where he served as the chief of the capabilities and acquisition division for the Joint Chiefs of Staff Force Structure, Resources and Assessment Directorate. He has served in numerous command, staff and operational assignments during his Army career. He entered the Army Acquisition Corps in 1995 and has held a variety of leadership positions.

During the ceremony, Boruff said that he and his wife, Linda, are honored to join the MICC team. He also took the opportunity to thank Simpson for the responsibilities inherent with leading the command.

"I am humbled by your trust and confidence in appointing me to this position," Boruff said. "I look forward to working with you and the rest of the Army Contracting Command staff, and will ensure the MICC continues to provide materiel readiness while focused on 'Contracting for Soldiers.'"

Prior to the change of command, Simpson presented Gabbert the Distinguished Service Medal during an awards ceremony for his service to the nation. Gabbert's wife, Doreen, was presented the Commander's Award for Public Service and a certificate of appreciation from the Army Materiel Command. Gabbert is retiring from the Army following 31 years of service.

Headquartered at JBSA-Fort Sam Houston, the MICC is made up of two contracting support brigades and two field directorate offices responsible for 31 subordinate contracting activities across the United States and Puerto Rico.

The command consists of about 1,500 military and civilian members who are responsible for contracting goods and services in support of Soldiers as well as readying trained contracting units for the operating force and contingency environment when called upon.

MICC contracts are vital in feeding more than 200,000 Soldiers every day, providing many daily base operations support services at installations, preparing more than 100,000 conventional force members annually, training more than 500,000 students each year, and maintaining more than 14.4 million acres of land and 170,000 structures.
